用JS实现根据当前时间随机生成流水号或者订单号

既然是根据当前的时间，那么我们第一步就是获取当前时间，然后拼接一个随机数，这样便实现了随机生成一个流水号，注意由于要求每个流水号都是独一无二的，生成后提交的过程中还是需要验证当前的流水号是否存在，如果存在则需要提示用户或者再次生成。
